The Burnley keeper takes the spot of the injured Hart who suffered a calf injury in Manchester City’s derby defeat by United.
Raheem Sterling picked up a groin problem in that game but will not be replaced by England boss Roy Hodgson.
Hart and Sterling are expected to be out for three to four weeks but will undergo scans today (Tues) to learn the full extent of the damage.
If it is confirmed they are both out for a month then they will miss both legs of City’s Champions League quarter-final against Paris St-Germain.
But Blues stand-in stopper Willy Caballero is ready to deputise for Hart.
Meanwhile, Heaton is unlikely to start in Germany on Friday with Stoke keeper Jack Butland set to get the No 1 shirt in the absence of Hart.
Southampton keeper Fraser Forster is also in the squad.
Hodgson said: “Obviously it's very disappointing for Joe and Raheem to suffer injuries which will rule them out of our games against Germany and Holland.
“They are important players in our squad and I wish them a speedy recovery.
“Tom has been with us on several occasions and I am welcoming him back into the fold.”
