Hodgson  with a brief statement and refused to answer questions about the result, tactics or his decisions.
Rashford, 18, was brought on in the 87th minute as England pushed for an equaliser and looked promising with a couple of marauding runs down the left wing.
Waddle, who has 62 caps for the Three Lions, thinks the teenager's cameo role was good enough to earn him the man of the match award but questioned why he wasn't introduced sooner.
He told Starsport: "We've got players who are playing with no confidence.
"Surely Roy Hodgson should have played Marcus Rashford. .
"He was probably our best player during in that five minutes he played.
"Why was he stripped, ready to come on but just standing on the sidelines waiting. Get him on and get some balance in the side.

"There was nobody on the left until Rashford came on."
Waddle continued to lambast Hodgson for the inclusion of  midfielder Jack Wilshere, who made just three Premier League appearances all season.
He added: "Jack Wilshere came on and gave the ball away, which was another risk they took.
"I think a fully-fit Wilshere is a good player - that's why he's at .
"But he's barely played for a year. You can't turn up at a tournament and say he's fit. He's not match-fit and hasn't played games.
"You can't just throw them into the mix. They need sharpness and games under your belt to regain fitness."
