The Belgian international is high on the Blues' radar ahead of this summer's transfer window, theTelegraph claimed last month.
Nainggolan, currently preparing with his country for Euro 2016, has reiterated that he is happy at Roma.
But the 28-year-old claims an offer from Chelsea would be a 'big deal' and would weigh up a possible Premier League switch.
"I've always stated what I want. I'm happy at Roma and that is where I see myself," he told Gazzetta World.
"On the other hand, an offer from Chelsea is a big deal and you have to take into consideration.
"I've said what I want, now let's see what the club have to say."
Nainggolan, who has four goals in 19 Belgium caps, enjoyed an impressive season last term, helping Roma to a third place finish in Serie A.
The combative box-to-box midfielder featured in 42 games for the Italian giants, bagging six goals.
