The 22-year-old Paraguay international has emerged as a late transfer target for the Gunners and Tuttomercatoweb yesterday claimed negotiations were taking place between the two clubs.
Da Rosa, who works for Paraguayan TV network Telefuturo, tweeted: "Miguel Almiron is very near the Arsenal of England. €9.4m (£8m) [deal]."
Should Arsenal complete the signing of Almiron, he will become the third player to arrive at the Emirates Stadium in the final days of the transfer window, following the arrivals of Shkodran Mustafi and Lucas Perez.
Andre Wisdom's proposed move from Liverpool to Celtic is close to collapsing, the Daily Mail report.
